The Government of Canada has announced plans to issue its third Canadian-dollar-denominated green bond this week, subject to market conditions. This move aligns with the country’s ongoing efforts to advance clean growth, renewable energy, and climate action while strengthening the sustainable finance market.
Building on Past Success
This latest issuance follows the successful launch of Canada’s second green bond in February 2024, which raised $4 billion over a 10-year term and was later reopened in October 2024 for an additional $2 billion. Both transactions saw significant investor interest, with final order books exceeding $11 billion in combined demand. Canada’s green bond journey began in March 2022 with the issuance of a $5 billion, 7.5-year green bond, marking a major milestone in the country’s commitment to sustainable finance.
The upcoming issuance will be the second of two planned transactions in fiscal year 2024-25, complementing the October 2024 reopening. This ensures the government meets the green bond issuance target set in Budget 2024.
An Evolving Green Bond Framework
This latest green bond will be issued under Canada’s updated Green Bond Framework, which was revised on November 21, 2023. A key update includes the inclusion of certain nuclear expenditures—making Canada the first sovereign borrower to do so. This demonstrates the country’s commitment to nuclear energy as a vital clean technology for achieving net-zero emissions by 2050.
Canada’s Green Bond Framework aligns with global best practices and taxonomies, ensuring credibility and transparency for investors. It mirrors the frameworks of other sovereign green bond issuers, including France, Germany, Sweden, Spain, Italy, and the United Kingdom. Independent ESG research firm Sustainalytics has endorsed Canada’s framework as a credible plan for delivering positive environmental benefits.
Driving Sustainable Investments and Economic Growth
Canada’s green bond program plays a crucial role in mobilizing private capital for sustainable projects, such as green infrastructure and nature conservation. The bonds cater to the growing demand for green investment opportunities backed by Canada’s AAA credit rating, further reinforcing investor confidence in the country’s commitment to sustainability.
Green bonds are a key tool in Canada’s strategy to meet its 2030 emissions reduction targets and achieve net-zero emissions by 2050. The funds raised will be allocated to projects that foster economic growth and create well-paying jobs across the nation, all while protecting the environment.
The Canadian government continues to demonstrate leadership in sustainable finance, reinforcing its position as a global player in the green bond market. With this latest issuance, Canada is taking another step toward a cleaner, more resilient future.
